Debate over property tax restructuring heats up

For those of you who missed it, yesterday saw one of those classic Brian Bosma press conferences, where all of the Republicans put on their best ties and American flag pins and stand on the steps while a few of them breathlessly explain that they have solved the state's numerous problems, and the only thing standing in the way of Hoosiers and the land of milk in honey is the evil Democratic leadership, which hates everything good in the world. It's always a great time.

The rhetoric was as you might expect.

GOP lawmakers pitched their plan as the answer to the state's property tax crisis by providing $950 million in immediate relief, placing permanent caps on tax bills and creating stiff controls on local government spending.

"If this isn't good enough for somebody, then they don't want to cap property taxes," Daniels said.

Ah, those powers of negotiation that Daniels picked up under President Bush haven't dulled over time, have they?

The Democrats were less than amused at having their negotiations suddenly break down into the song-and-dance routine that Bosma had going on out in the hall.

"I don't think negotiating through press conferences accomplishes good legislation or gets the job done," Democratic House Speaker Pat Bauer said.

Currently, key lawmakers from all four caucuses are trying to hammer out a deal behind closed doors to resolve differences in House Bill 1001, the property tax legislation.

Bauer said those meetings were going well, and he was confused by the public move to force the Democrats' hand.

"It's disappointing in a way after six or nine months of bipartisanship that suddenly there is a partisan interjection," he said. "Normally during discussions you don't have press conferences unless you want to blow it up."

Democrats care more about government employees than taxpayers (0.00 / 0)
Sen. Frank Mrvan, D-Hammond, thought the proposal tried to do too much.

"We should pass the 1 percent cap on homeowners, and that should be it," he said. "Every time you give a break to someone" it ends up costing your schools and local governments.

How do you negotiate with that?

Democrats have gone so far off the reservation, so quickly, I'm not surprised that Mitch is being so strident.

At least we know where Democrats loyalties lie.

Keep in mind that Mrvan represents East Chicago, which has the highest taxes in Indiana.  EC's levy is 8% of assessed value.  And they have a casino, a steel mill, and parts of the BP refinery.  


I think the Journal Gazette... (4.00 / 1)
...has done a good job of dispelling the myth that this current GOP plan is somehow a huge victory for mid-to-low income Hoosiers.

Why not have an honest debate about what is best, and if you can't be certain, punt to a summer study committee? We're talking about a plan with huge ramifications statewide for generations to come. If we have reason to think that there might be a better, more fair way to accomplish the same goal, why shut down negotiations in the name of partisan power-plays?

...if they punt, they're not going to get re-elected.  Democrats especially.

People are PISSED OFF, Thomas.  I froze my ass off at an anti-tax rally in the parking lot of the Lake County building last Saturday, and there were over 100 people there.  There are now organized anti-tax groups in Lake County, and they've hooked up with the other anti-tax groups around the state.

The politicians need to do something.  If all they come up with is a 1% cap on homesteads, no ammendment, and they raise the sales tax by 1%, people are still going to be really pissed off.

BTW, if the thing were punted, I would be happy.  I think the status quo is better than Mitch's plan.  I'm just telling you what is behind the Republican stridency, which I do think is perfectly justified.

But that doesn't mean it's smart policy, which I think we can both agree rarely appears out of the General Assembly, anyway.

...is that you're naive enough to believe that "good policy" can come out of any legislative process.

I don't think our GA is any worse than any other state'.  I've lived in New York and Illinois, and they're much, much worse.  In fact, look at the news out of Illinois, they'd kill to have the problems that Indiana has.  Blagojavich is going to get indicted by Peter Fitzgerald.  He's going to be sharing a cell with former Illinois Governor Ryan in Fort Wayne!

Chicago just raised their sales tax to 10.25%.  Their property taxes aren't capped.  They've got a budget deficit that might be fixed by jacking their income tax to 5%.

And New York is just a basket case.  They're looking up at Louisiana and Mississipi.

Things are tough all over.

Solution?  Dissolve parliament!

We need to be cognisant of the limits of the legislative process (0.00 / 0)
...it simply can't do the things that you and Thomas want it to do.  The result is... our property tax system!  Our healthcare system!  Our transportation system!  Our education system!

Need I go on?

And, of course, the track record of "reform" is to just make the problems worse.  I have no doubt that the "solution" to the property tax mess will be worse than the mess.  6 years from now, there will be yet another attempt to "reform" taxes.

"Dissolve parliament"?  Don't laugh.  Disillusion with the limits of the legislative process is a prime argument for going to a dictatorship.  Dictators "get things done".

Myself, I'm more of the "Cut their pay and send them home" kind of guy (can you tell me whose catchphrase that was?).

We have a property tax system now that, for better or worse, has taxes capped at 2%.  That's not bad.  Sales tax is no worse than neighboring states, and not that bad overall.  Why would we want to mess with that?  Just because some people in Marion county are paying taxes, where under the old system they didn't?  Too f-ing bad.

I agree with Buzzcut when he says that the current system isn't really that bad.  I can live with it.

But like Thomas mentioned earlier, I fear that the "solution" will be far worse than the problem.
